How well is industry doing at recycling metals? That is, a focus on recycled content may give fabricators incentives to increase their scrap output to meet secondary demand, inadvertently promoting inefficiencies in fabrication and manufacturing. What primarily needs to be encouraged is, instead, the collection and processing of old scrap for recycling.
