How well is industry doing at recycling metals? One metric sometimes used for answering the question is recycled content, which describes the share of scrap metal in overall production and is important in getting a sense of the magnitude of secondary supply. However, recycled content does not distinguish between new (yield loss from fabrication and manufacturing) and old (postconsumer) scrap as input material, making it vulnerable to artificially increased rates based solely on preconsumer sources. That is, a focus on recycled content may give fabricators incentives to increase their scrap output to meet secondary demand, inadvertently promoting inefficiencies in fabrication and manufacturing. What primarily needs to be encouraged is, instead, the collection and processing of old scrap for recycling.
