Economist Benjamin Friedman argues that progressive policies in the United States are usually associated with periods of rapid economic expansion. Yet many progressive social programs were passed during the Great Depression of the 1930s. Friedman maintains that this does not undermine the general rule: instead, he claims, widespread desperation made these programs possible.
